Data Ethics in the Era of Healthcare Artificial Intelligence in Africa: An Ubuntu Philosophy Perspective

Data are essential in developing healthcare artificial intelligence (AI) systems. However, patient data collection, access, and use raise ethical concerns, including informed consent, data bias, data protection and privacy, data ownership, and benefit sharing. Various ethical frameworks have been proposed to ensure the ethical use of healthcare data and AI, however, these frameworks often align with Western cultural values, social norms, and institutional contexts emphasizing individual autonomy and well-being. Ethical guidelines must reflect political and cultural settings to account for cultural diversity, inclusivity, and historical factors such as colonialism. It focuses on the contrast between individualistic and communitarian approaches to data ethics. The proposed framework could inform stakeholders, including AI developers, healthcare providers, the public, and policy-makers about healthcare data ethical usage in AI in Africa. Healthcare Artificial Intelligence Projected to Surpass $34 Billion by 2025
Healthcare organizations are increasingly incorporating artificial intelligence (AI) technology into areas such as medical imaging, and Tractica, a Boulder, Colo.-based market intelligence firm, projects that the global market for AI solutions in the healthcare sector will increase from $1 billion in 2017 to more than $34 billion by 2025. The healthcare industry has undergone a significant evolution over the past several years, moving from an antiquated, paper-based records system to a more efficient and integrated system that often incorporates physical, payer, and patient-generated health data. According to a Tractica report, AI is being increasingly used to improve the depth of data analytics capabilities, in addition to automating key healthcare-related tasks. Tractica forecasts that global software revenue from 22 key healthcare AI use cases will grow from $511.7 million in 2018 to $8.6 billion annually by 2025. Including the hardware and services sales that will be driven by these software implementations, the market intelligence firm anticipates that the total revenue opportunity for the healthcare AI market will surpass $34 billion by 2025. Tractica projects that the top three use cases for healthcare AI will be medical image analysis, healthcare VDAs, and computational drug discovery and drug effectiveness, each of which will reach 2025 revenue of more than $1.1 billion by 2025, according to the report.

Questions for healthcare artificial intelligence to answer
The pace of artificial intelligence technology adoption in healthcare varies considerably. Some medical establishments are undertaking small incremental changes; others centers have seen several years of innovation; and a proportion remain tied to the traditional healthcare model of the 1990s. This is the view of Dr. Ameet Bakhai, deputy director of research at the Royal Free London NHS Foundation Trust. Dr. Bakhai was expressing his views in advance of a major conference that is set to look at artificial intelligence in healthcare: Digital Healthcare Transformation Summit 2017, which takes place in London in December. A key theme is that although there are more advanced machines, from ultra-high-resolution imaging instruments to surgical robots, these tend to remain fully controlled by humans rather than with decisions made by artificial intelligence.
